Branch `main`. Continues pass-36. Pass-36 batch (F1/F2 + palette + sortable + skeletons) is DEPLOYED (run 25985954925, smoke clean). 2 new commits this pass, suite 469, build clean.

- **`ca498d5`**: dashboard "Needs your attention" strip (admin/board) — members awaiting approval + unreconciled payments as deep links, only when non-empty (one extra count query).
- **`b8440e9`**: `lib/permissions-cache.ts` — React `cache()`-wrapped `hasPermission(uid,sid,perm)`; layout nav-perm resolution + members page now dedupe overlapping `user_has_permission` RPCs per render. Pure dedupe, semantics unchanged (no permission-logic reimplementation — RLS-guardrail respected).
### Remaining from the chosen backlog (NOT done — heavier UI work)
- **Mobile card layouts** for the members + payments tables (currently `overflow-x-auto` only; action buttons off-screen on phones).
- **Bulk member actions** (multi-select + "Approve selected" / batch dues) with a sticky selected-count bar.
- **a11y AA sweep**: verify sonner already provides an aria-live region (likely yes — then this narrows to icon-button `aria-label` + ≥24px target size + focus ring/sticky `scroll-padding`); targeted, not a blind global edit.
- **`PageHeader` dedupe** across ~21 hand-rolled `bg-sidebar …` headers (mechanical, high churn, low user-visible value — lowest priority; do last or skip).
- Deferred by user: product spine (Stripe dues → notifications → self-serve portal).
