Moheeb Zara 38fdfb0cd1 feat(equipment): schema + RLS + permission (data layer)
Migration 033 adds equipment (registry; status, optional
required_certification_id, is_active archive) and equipment_reservations
(member time-window reservation; denormalized space_id). RLS is additive
and default-deny: equipment readable by managers (all) or members
(active only), reservations by managers (all) or the member (own) with
manager-only UPDATE and no INSERT/DELETE policy so reserve/cancel
funnels through a validated service-client action (status, no-overlap
and required-certification enforced there, with manager override). New
equipment.manage permission (group Equipment) seeded to board and
backfilled. Mirrored idempotently in schema.sql; types and schema docs
updated.

// Fixed catalog of permission codes. This is app-owned data, not a table:
// the set of capabilities is part of the product, while which roles hold
// which permissions is per-space (space_role_permissions).
//
// Important: this layer is ADDITIVE. Existing role-based RLS and server-action
// role checks stay in force. A permission grant can only widen what a role can
// do through the surfaces that consult it (the Ops ACL and the Customize
// permissions UI); it never overrides the database RLS that protects tenant
// isolation. `admin` implicitly holds every permission and can never be
// locked out.
