Zuerst wird der benötigte Basisstrom berechnet:
$ I_B = \frac{I_C}{B} $
mit
$ I_C = \qty{5}{\milli\ampere} $
und
$ B = 298 $
also:
$ I_B = \frac{\qty{5}{\milli\ampere}}{298} \approx \qty{16,8}{\micro\ampere} $
Am Widerstand $R_1$ fallen nicht die gesamten $\qty{12}{\volt}$ ab, sondern wegen der Basis-Emitter-Spannung nur:
$ U_{R_1} = \qty{12}{\volt}~-~\qty{0,6}{\volt} = \qty{11,4}{\volt} $
Nun mit dem Ohmschen Gesetz:
$ R_1 = \frac{U_{R_1}}{I_B} $
$ R_1 = \frac{\qty{11,4}{\volt}}{\qty{16,8}{\micro\ampere}} \approx \qty{679000}{\ohm} $
also ungefähr:
$ R_1 \approx \qty{680}{\kilo\ohm} $
